On March 22, Louisiana Governor John Bel Edwards issued Executive Proclamation 33 JBE 2020 and ordered all to avoid leaving the home except for essential functions. The Executive Order adopts the federal guidelines created by the Department of Homeland Security (DHS) and the Cybersecurity and Infrastructure Security Agency (CISA) in the updated Coronavirus Guidance for America on March 28, 2020 in its definition of essential services, as follows:
The advisory identifies workers who conduct a range of operations and services that are typically essential to continued critical infrastructure viability, including staffing operations centers, maintaining and repairing critical infrastructure, operating call centers, working construction, and performing operational functions, among others. It also includes workers who support crucial supply chains and enable functions for critical infrastructure. The industries they support represent, but are not limited to, medical and construction.
The guidelines specifically identify construction as essential to many industries and sectors of the economy.
All essential businesses are required to practice social distancing guidelines and businesses cannot conduct gatherings of more than 10 employees. All companies, including construction companies, are recommended to have office staff work from home where possible, and implement sanitation and distancing practices on job sites where possible.
